You might want to go down to the planning office on SW 4th and ask them what, specifically, can be developed on the lot (e.g. must be over 10,000 sf to divide in R5), how much the permits and requirements might cost (including transportation infrastructure charges and landscaping/drainage), and how long similar projects have been taking to get through permitting lately.
