I found a house D4$ and got in contact with the seller. 

You probably can't get a list directly, but these courts typically have computer systems, often online, that you can access to extract the data you seek.Depending on the info required of the evicting landlord, you can easily get their name and address, the address of the property that's involved in the eviction, and possibly even the landlord's phone number.

We contacted an agent, got some input on neighborhoods/ places to buy, we looked on Zillow for several weeks created a list of interesting properties, talked to our agent eliminated maybe 20-25% of them, and then flew in for a long weekend. 

All three times I never increased my max, but several months later the auction holder contacted me to strike a deal on my offer.

Additionally, I feel calling my contacts up on the weekly to discuss listings without being able to physically see the properties may exhaust the relationship.Have any of you faced this challenge, and if so, what techniques did you use to help overcome this?

That's one of the only ways I can think of to get them to call me unless there is another way to get sellers contacting me first.

Aim to establish contacts to help you (contractor, agent, PM, etc) within next 3 months. search for a home for 3-6 months (that meet your risk level) and close.  

Wondering if anyone can help me with who I need to get in contact with to see the rules/laws/regulations for these in my county?
