As part of the application, there needs to be an entire "narrative" about my intentions with the property, addressing dozens of regulations and other points of interest, site drawings, signs on the property, and even attending a public hearing about my proposal.

The good ones are well attended and you can meet buyers, wholesalers, flippers, hard money lenders etc, and they are also a good source for info.I also like local meetups - It's all about networking - that's really the most important aspect of real estate investing.DM me if you'd like more specifics - too much to put in a post!
