You don't necessarily have to tailor your letter to the fact they are absentee owners, because you really don't know what the situation is that led them to being an absentee owner. 

It is a technique sure but telling someone you will pay 75,000 when you know you already want 10,000 off in know repairs well.... its untruthful,  that being said it is a technique some people use. 

@Jeremy Scott Are you asking how to locate (skip trace) people, how to build lists of "post-probate" distributeees who have inherited or are you asking about techniques on how to communicate with people that you have (or are trying to) contact?
