The Street is behind a restaurant, there is at least 100 ft separation.How does one create the need and want to live on this street?

To save water, have the tenants share the shower, only take one bath a week, flush the toilet only after 5 uses, remove the water meter and replace it with a connector pipe (so no water is being metered), have tenants only use bottle water to drink and cook with, take showers at vacant for sale  houses where you have the key box code (make friends with your local agent), wash up in the morning in the bathroom at a local restaurant or gas station. ;-)OK, I am only kidding.The only appliance you have that can be replace with a higher efficiency unit would be the water heater.Bill the tenants for water use, make copies of the water bill and have the tenants pay per sq. ft. of the space they rent.Water bills for our family properties has always been a problem.Often times the meter is not read or miss-readIf you have your own meters installed, the burden is that you have to read it every quarter.

.- Personal circle/sphere of influence - calling all of your friends, family members, neighbors, co-workers (past and present), businesses you frequent (dry cleaners, restaurants, bakery, grocery store, etc.).

It's unfortunate because New Haven has some extremely nice restaurants and attractions.Years and years of democratic policies has destroyed our great state of CT, and now it appears for every 1 person moving into CT something like 6-7 are leaving. 

People focus on students not being able to pay their loans as the bubble "popping" but many college towns have overbuilt dorms, apartments, condos, restaurants, commercial strips, etc. because enrollment has been growth by leaps and bounds every year and every student has a pocket full of low-interest money backed by the government. 

We meet the 4th Tuesday of the month at Brother's 2 Restaurant in Endicott.

How about a town center with restaurants, ice cream shops and a movie theatre like Disney’s Celebration?

Listening to podcasts of how people do it in the midwest and trying to apply those numbers in California is like trying to open a fine dining restaurant based on watching the guys behind the counter at McDonalds.
