Measure twice, cut once....Cut the metal frame to size and push in the corners (check if the corners will make a difference on the size beforehand; sizing is the key part so it fits in).You lay out the mesh and cut to size and then just roll in the spline.

Same for the diagonal cracks.If all the doors and windows fit and close properly, I doubt you have any serious problems, and after twenty years, the house is probably mostly done settling.

Tenant paid water would reduce your overhead costs and it seems like it would fit right into the overall cost profile for the tenants if their rent is so far under market.Jim.
