The way I see it your partner scenario could have an advantage over a property manager because they have more skin in the game. 

You'd be surprised how much of a difference you can make yourself through cosmetic updates learned from YouTube videos (paint, flooring, cabinets, countertops, vanities, mirrors, & lighting).
