(My renters work in that hub.)Whether all of this will actually pay off is far beyond my ability to guess but based on what I've been watching happen in the neighborhood I've been hesitant to let it go just yet.My hesitation has grown my equity by around 35k over the last year, though I suspect that could soon be erased due to covid.Admittedly this is all speculative but my gut feeling is that this home could appreciate significantly in the coming years.Your point about tenant friendliness is interesting to me and one that I've been reading and thinking about.I have not yet come across any specific laws in California that I felt were difficult to comply with.My home is inside the limits of a smaller city with a deverloper-friendly local government, which is part of the reason for the massive redevelopment of downtown.Admittedly I'm not as informed as I could be on this so if you're aware of specific laws that may become a problem for me in that region please clue me in.

It's pricey, sure, but it helped me solve the velocity of money puzzle and pick up more properties quickly. 

I do have an excellent property manager who is himself a young investor that I trust and am willing to complete the rehab myself evenings and weekends if not too far from home (I am extremely capable with construction/handyman type stuff) so if I can find a deal and solve the problem of entry cost I should be ready to go.

But I have no clue if they are even in PR.

I'm thinking/fantasizing about buying some land up in the north GA mountains to then use as a vacation rental (and for myself of course) but I have no clue what that would entail, especially at the start of the process.I have to imagine getting electric, plumbing, etc ran to the property would be a bit of a project, but I'm clueless as to how much so, and whether a project like that could work out as a good investment.If anyone who's ever done completely new construction in a remote area like that could offer their input and advice on how to get started approaching something like this, it would be much appreciated!

Even though there are lots of options for getting the current tenants out of the property after you obtain possession; however, you still have to solve that problem yourself.

Di I need to look at the online comps  and try to filter them and use my agent and pm for every listing until I have a clue how to do it by myself? 

I have no clue what the process is and how I would protect myself if they are unable to pay.

Does anyone have any ideas of other governmental departments I could reach out to better understand how I can solve the issue?
