Youll be fine with shutting it off in the basement, but if its a SFR you can always shut it off at the street as well for added safe measure.  

Just to be on the safe side think about buying a property at 50% value and rehabbing it at 25% which give you all in at 75%.

This is definitely a population that needs safe housing to be successful in their recovery.

From what I've seen, OTE is becoming a new safe haven for young people who want the unique historic feel of German or Italian village but can't quite afford the higher prices.

I love that there is the chance to have such a positive impact on many people's lives beyond just the person investing.Proper management and care of the property gives people a safe, comfortable place to live.Utilizing services in the area gives people working on their own dreams an opportunity to grow.

Do what you need to do to keep the cost down while making it safe and secure.

Most of them need cosmetic work to but are completely structurally sound and safe to live in.I'm unsure of all the legal matters of renting out a duplex if the tenant doesn't pay rent or destroys the place, and having to get evicted.
