I'm not sure who was officially "running" it but there were at least two people from the City there, one (Robert Azar from the Providence building dept) who seemed to either be running it or coordinating it.It didn't seem like a regular meeting but if you are interested in similar upcoming meetings I'd recommend joining the Providence Apartment Association (google it and if you can't find it let me know and I'll find a way to connect you).The PAA announcement of the specific meeting said, "Providence wants you to go before the zoning board every year and ask for a permit before you can rent your apartment.

Something like 10% at start (don't over commit before they've done anything for you), 50-65% when the project is halfway finished - and this means permits up to that point are signed off by building officials.
