If you aren't short on funds, the answer might just be to do both things -- buy the rate down for $42/mo of improved cashflow, AND do the kitchen upgrade that will allow it to command $50/mo more in rent.

Either for guidance and/or to exchange deals- You also want to network with the various tradesmen you'll encounter with your projects, like contractors, home inspectors, title companies, investor friendly realtors, hard money lenders (especially until you gain access to private money).

I've got access to cash for emergency repair fund.

I just received this info from a realtor and I have not done multi family yet but I do know it is accessed differently.    

Or do you mean that you have equity in your home that you need to access in some way to then use for down payments and closing costs?

These steps are the only access to a 2nd floor small 300-ish sqft apartment.
