Personally, I have done this where people in the adjacent areas were really ticked off that the new project would have homes nicer than what they were living in, so the objects were out of jelously and contempt.Low/Mod housing, IMO, has no effect on adjacent property values.

The answer is either based on subjective personal preference or on objective financial calculations.There is little advantage to be gained from a pure maximum return criteria on 15 year financing with today's low rates.
