Either incentivize people to move their homes to the park, most likely by footing the moving and set up costs, or buying the homes yourself and selling them like @Jay Hinrichs suggested.

I'm not aware of any grants to help with down payment / closing costs, except my suggestion to try and get a seller concession to cover closing costs. 

Any suggestions about where to go from here and/or big picture strategy moving forward would be welcomed. 

I would suggest a smaller local bank that you can build a relationship with. 

However, I'm not suggesting you show your hand to anyone, but if they ask, just be straightforward.
