Whether you were going to replace it or not is irrelevant, if it's beyond normal wear and tear (which it is) I would.

Given my circumstance I have set my sights on a multi family to get my foot in the door get out of my rental and get some what I'm sure will be hard earned experience at REI.

i look at what new houses are going for and take that square foot price as starting point and figure the cost of the land in the new home will make up for the higher percent cost on an addition. hope this helps

Question is: are there any other websites, normal local resources (other than other investors at a local REI club who do invest in that neighborhood) that I'm missing out on checking what the prevailing norm is in terms of which utilities tenants pay?

I would also be interested in partnering with experienced flippers to at least get my foot in the door.  

Is this a normal from lenders in TX? 

What do you normally do in this situation?

This is not a situation for aggressive behavior -- setting foot into this apartment while this particular tenant is still living there would be considered an "aggressive" move, given the info you have given us and it does not matter what the the law says at this point. 

It reports as a normal credit card and boosted my credit over 50 points.
