Most realtors are too quick to try to gloss over various issues thinking that by making it seem like there are less problems the sale is more likely to occur faster, maybe that's true but it'll just anger a savvy buyer if things are missed.

That being said, if it's in the contract but you just didn't deposit it, then you would simply be on the hook for it.Same goes for the end buyer.

I normally feel like it'd be a no brainer to get a HELOC and use it to invest, but with rates and housing costs, I wasn't sure if it'd be worth to use on the primary.Appreciate any response, just wanted some insight on what other's though.Kindest Regards.

The past couple years they have been tightening up on giving permits for STRs but this year they have the jubilee happening so they haven’t been as hard on it but that could easily change after especially with the move Spain just recently announced and Venice and Florence are cutting back as well.

The NAR Settlement doesn't mean buyer agents won't get paid, it just means they need to be more transparent about it.Like others have said, your best bet to purchase with lower fees and overall better price is to prospect and find motivated sellers.
