Again, we've spent over 200 years getting to the point where all people (women, minorities, etc) are equal in terms of voting rights...and to arbitrarily adjust the system to account for one issue -- albeit a major one -- just doesn't sit right with me.Long story short, don't assume that my disagreement with your plan has anything to do with optimism...if anything, it has more to do with pessimism in our ability to effect radical change without those in charge using it as a mechanism to destroy this country even more.

I know folks think they are going to get a new perfect house but that won't happen with that age of home you would spend as much on rehab as the home when we rehab in those areas that are nicer but the homes are basically the same its 25 to 40k for a first rate rehab.. anything in the 15k range is just some new mechanicals and paint and carpet.

@Scott Lewis - as a past contractor who dabbled in energy efficiency in housing I'd say look at insulation, air sealing and mechanical (HVAC, water heater) upgrades prior to solar.
