I don't know if this is true everywhere, but in NY, the County Health Department works with you to do a perc. test.

The Director of the Toledo Lucas County Health Department shall issue a “Lead-Safe Certificate” upon the filing of all of the following with the Toledo Lucas County Health Department:o A completed application for a “lead-Safe Certificate” to include the name, address, and telephone number of the Owner or the Owner’s agent of the residential rental property and the number of rental units at the address.o A lead-safe report issued by a local lead inspector, who has completed a local lead inspection in compliance with the requirements of this Chapter.o A filing fee of $45 (per unit) The lead-safe certificate shall expire from the date of issuance by the Director as follows:o Four (4) years from the date of issuance by the Director; oro If the residential rental property has undergone lead abatement, designed for the single purpose of permanently eliminating lead hazards consistent with the provisions of Ohio law.

Someone always needs to move for health reasons, death, job relocation, growing family, etc. so there will always be some turns.

Usually septic fall under the health department for your city/county/state.

I have a single family house with longtime tenants who are just barely getting by financially, and experiencing various health problems. 

I did find where you can prorate it if you meet other exemptions caused by a hardship like health, etc. 

Sometimes it's because of health problems or other issues, and we step in and do the lawn and trimming with out equipment once or twice.

The health concerns, double digit unemployment, and other people concerned with their employment does not create an environment for a high volume of discretionary housing changes.

In my case I would be occupying one unit, so half of my concern is for my own health like you stated.
