I typically only do value add deals where I am taking on someone else's mismanaged building, so the up front CapEx can be pretty heavy with the new roofs, tuck pointing, electrical upgrades, window upgrades, etc.

Not sure about Grand Rapids, but quite likely it will be something like the flowchart here: http://paducahky.gov/permits-c...For the 1st inspection, you'd need a structural engineer + MEP (mechanical electrical and plumbing) engineers plans.
