If you have separate electric and you run into issues you could possibly put an electric on demand water heater unit on the larger unit.  

E.g. windows, roof, gut, hvac, plumbing, electrical, paint, floors, structural repairs, water heater, etc. 

I typically only do value add deals where I am taking on someone else's mismanaged building, so the up front CapEx can be pretty heavy with the new roofs, tuck pointing, electrical upgrades, window upgrades, etc.
