Tenant is keep complaining is too cold on a fully working heater

Good evening everyone, I have this tenant who pay electric herself and our heating system uses electricity. So she is paying for her heat.

She complaints to me entire winter the room is too cold and we have send super and two extra handyman to check. They all mention the heater works perfectly fine.

She just send me a text say she want me to order a brand new electric heater for her since she still feel cold now.

I have told her to keep heat on all the time but she refuse she even mention she doesn’t want to pay high electric bill to keep heater on all the time

I have been repeating myself again and again and even told her my previous tenant no one complaints about heat is being too cold.

How can I talk to her so she undestand we are not replacing a fully functional heater?

"Dear Tenant, we're sorry to hear our rental is not the right fit for you. Please give me two weeks notice of when you intend to be out. I will conduct a move-out inspection and handle the deposit per state law and refund any remaining funds as quickly as possible."

That should motivate her to move or to shut up.
