Going forward I would put a clause in your lease that all new pets must be approved by management, 2 pets max with a combined weight limit of 35 lbs.

If condensation on the inside of the windows and/or energy efficiency during the cold months is a big concern, interior or exterior storm windows are options to consider.I'm not a big fan of modern wood windows.
