No General Contractor wants to do a remodel with the residents still living there....they will charge you more (they probably will not show it, but the prices will be higher because of the huge PITA factor and increased liability)I would wait until you have completely moved out and then just give them the house empty and ready to roll.....But you can get a Scope Of Work going and start getting bids...even plans and permits if you're going that far...

In your opinion, is doing the work I mention above a capital improvement or an expense?

If the radiant ceiling heat is working, just leave it, it's really pretty efficient for what it is......

Has anyone else worked with a turnkey company like this before?

In cases like that for homes, they will often work with the occupant and usually lower the bill to more the normal usage.

Then work on annexing into the town of Wellington in order to rezone other parcel (B) to industrial or commercial to follow towns comprehensive plan.

These are all major cities so any strategy can work in any of these cities.
