I'd be leery of the 20-40% pullback in prices after the unwarranted 50% increase in small towns in Ontario since the pandemic.  600K for a 2/1 is ludicrous in Tilsonburg. 

Looking at buying this town for 680,000 gala  (or about $60,000)  it has 35 spaces to rent out.  

In my town right now you would just need to go back to the office you got the permit from which would be code enforcement and fill out a new permit and maybe pay another fee or they might apply the first fee.

One strategy is to look for a premium town that does not have large amounts of rental houses.

We have had appraisers come from out of town to do appraisals.Hope it all works out and you are able to have a home run on this projectBest of Luck 

For instance I have a 3 unit property and one unit pays $850 instead of $950 and he has an oil furnace he probably fills two tanks, one tenant pays $700 and she has electric heat which is high in our town and her heat runs $1200 a year and the third tenant pays $750 and has oil and electric and I think he uses both.

Keep in mind i am not just looking here in my home town but as well in areas around.

Everything was going great until my town reached out to me and requested to do a building inspection, which I failed.One of the things I failed was for not having emergency lighting in the hallways and the basement.

Purchase price: $375,000 Sale price: $739,900 This was a very ugly single family house, that we turned into the most beautiful home in town and the sold… AFTER 2 YEARS!
