Yeah, utilities have been a royal pain during Covid.You need to decide if you want to include utilities in rent or have them in the tenants name.

@Nhan LeIf there is no contract it would be very difficult for either party to seek recourse.Find a licensed contractor and execute a contract.

Its so painful to see my cash lose purchasing power every month so im feeling the pressure to get in quickly.

If this is truly an issue, I would consider intervening and buying the tenant a new rug while you seek reimbursement from the contractor. 

I would continue to seek out local Independent agents.
