The house in the pic appears to be in good shape at least from the exterior.

Keep It Stupid Simple. make sure it has a pic, your name, what you do, phone and email.

LOL I think you should have put the cabinet over the stove a little higher.Post some  more pics and give us some numbers. 

I would not send pics of the meter to the tenant.

The extra unit(s) can be rented out while you are living there to offset your housing expenses.

You could scan those to see who the active wholesalers are. . .

They asked me to scan and email a copy of the bill. 30 minutes later I received an email indicating that they've been in touch with the Dept. of Public Utilities and that the title company is awaiting an OK from HUD to pay the bill.I'll keep my fingers crossed this is a quick and painless process from here on out...
