I have done multiple deals with both agents and their attitudes have been consistent for years. 

We tell all tenants to write the address of the property they're making a deposit for, but not all of them do it consistently. 

There're no hard and fast rules what commingling of funds actually consist of, but paying back LLC loan with personal funds likely constitutes.  

Personally speaking, much of the headache with accepting Section 8 is dealing with the Section 8 office when a voucher-holder wants to move in - in my experience, waiting three weeks for an inspection, dealing with a delusional inspector who low-balls comp rents and isn't consistent with the rules (nor a nice person), etc.
