My main issue was not losing my positions in my other accounts, thus the need for a personal loan or a collateral loan of some kind. 

If you hire a contractor, you will lose your money.

What source/site is best used for finding owners of properties ?

Have you looked on the county assessor site for an owner?

As I said before, there is opportunity here, but there are also a lot of "cheap" old buildings whose locations are even of little value.But you are correct, in the past months, we've seen a lot more "money from away" coming to town and buying buildings "site-unseen".  

Go and fix the problem, you may have to assess it from on site if you plan to fix it yourself it is impossible to tell the fix from this picture but it is something that needs to be fixed.
