I'd rather get a HELOC or refinance... unless I'm missing something.  

What I'd add onto that is that it depends on how much cash out you're going to get from refinancing and what you can reinvest those cash out proceeds into once you have them.

Pay for the survey, $700 is probably a good price, so I'd do it.

@Cody Coll I would definitely grab this if available - these are hard to come by right now so with these kind of terms I'd definitely try to lock in if your ready to go

I’d be sure to look at the cost per sq/ft analysis of what the difference is between new construction and what you will pay for an as built.
