I also recommend you contact your nearest HUD office and ask them for any/all support on this issue because you are in a litigious state where idiots sue and idiot courts decide in their favor.

If you sent a camera down the pipe you should be able to tell if that is indeed the issue, if the problem is on city property (the street) you may be able to contact them and see if they can do anything.
