Now CONCURRENTLY for paying ALL cash and paying off the VA loan the couple will give the investor an OPTION to buy a 50% interest in the CA house they are BUYING with their restored VA entitlement.

Prior to becoming a licensed agent, I worked in property management and restoration construction.In the latter capacity of construction, I found myself weekly working with parties who would bring me Inspection Contingencies to determine the scope and cost of work necessary to get real estate deals closed.  

The fire dept turned off the water at the street by the time our guy got there, and the City quickly got involved exerting a fair amount of pressure.In the interests of keeping this story short, these are all the things that we had to do: Communicate with the property owner, the tenants, and the city constantly, offer hotel rooms to affected tenants (some took us up on this), secure the building from future squatters, get the water main and all pipes thawed out, have the water company turn the water on at the street, have a crew of plumbers isolate and repair/replace broken pipes in a muddy crawl space, clean up the mess created by the water in the basement/crawl space, get into all apartments to inspect for damage, test and get water service restored, and repair some internal damage to one of the apartments (that's still in progress), and apologize to the tenants. 

My entitlement will be restored?

Just like a classic car buried beneath the weeds in a field, a keen and well trained eye can restore an old home to its' true value. 

I flip fire-damaged properties and own a fire damage restoration company.

Make sure your tenants are making other arrangements, either on their own or through the Red Cross (their Renter's insurance should provide them lodging, and, if they caused the fire, might handle some/all of the restoration).

The reason for this is that we live in a very unique neighborhood with restored mid century modern flat roof homes.
