I feel like Harrisburg and Allentown preform more like Philly very street to street but Reading is much more consistent in that respect while Lancaster is the appreciation play

My plan is to continue to operate the LTR, get approvals for my already initiated project one way or another from the board/or not since I've already put in a fair amount of money for turf/installation, and respectfully decline this additional potential $6k charge.

You should contact your attorney and/or tax professional to obtain advice with respect to any particular issue or problem.

The 3 deals were held for 13.5, 18 and 20 months with respective IRRs of 44%, 47% and 71%. 

I respect the pressure you're putting on yourself, but take a step back and look at what you've managed to accomplish. 

"Easy and to the point" is not the correct methodology with respect to your needs.
