If a borrower has a mortgage and has cleared a Ch 7 bankruptcy, then makes a payment on the loan, have they re-affirmed the obligation, such that it now effectively not a chapter 7 loan?

it is possible...for instance, the bank that i work for offers kinda a supped up online banking that allows you to set-up ach. this would allow you to directly debit the customers account autimatically. there is no way for the customer to access your acct since u are the one doing the debiting.check with your bank's business banker.

Walmart pay cards also work.Tenants receiving government benefits on the Direct Express card, do not have access to an account number so they can't autopay via ACH debit on our system--  they can pay using their Direct Express card as a credit card but the fees are much higher.

I can't remember if it's cheaper if the payer uses a bank account (ACH), but I don't recall you can limit the choice to just ACH transactions only.
