I'd say it really depends on the specific property and its condition.

I'm looking to invest in the Cleveland area pretty soon with a specific interest in cashflow. 

And, it only works in specific works, at best.debt investing is for cash/income generation. 

As others have already mentioned I'd request the seller to remove the tree, fill in the cracks so it's cosmetically pleasing and close the deal if it's a house that matches your criteria. 

Once they fill out the application,  review it and make sure they are going to be a good tenant that fits the criteria you are looking for. 

It's all custom and requires some incredibly specific knowledge.
