What I would do is tell them you sold it and person moving in once mom moves out. they will never know that you did not sell it.

Personally and this is just my opinion, but I am not a fan of 100% financing as gives you no liquidity and not many options if you needed to exit the deal for some reason.

It only applies to your homestead (personal home), and it amounts to less than $500 for most people, and doesn't go into effect until 2025.

My insurance company won’t let me rent my 2 car garage or an office space that I have because it poses a “threat” of a non-tenant person coming onto the property and potentially posing harm to my residential tenants.
