What are the current Utah laws concerning emotional support animals?

I would not be concerned with those items.

Some of the big concerns that you'll have buying a house without access is the foundation, possible mold issues, or just a bad layout.I'd never buy a house unseen if I didn't have a crew ready and experienced to deal with whatever we might encounter. 

The trouble is that many of the same lenders I have used over the years are all maxed, I have even made calls to more "emotionally expensive" sources (EX. the types that call you to let you know that they have concerns about shingle color on the house they lent on and think it should be changed, two to three times a month) and even most of those are tapped. 

If it's a concern for the seller that the contract is assignable, seek to understand why and go from there.

In several of your comments on your post here - I noticed that you expressed concerns of extended vacancy times - which as you can see is entirely untrue.It seems to me that you are blaming the bad tenant on PM and since it didn’t go the way the properties that you personally manage go - you are unhappy. 

However, I’m concerned that the homes aren’t appreciating much, if any, in value since they keep building.   

If this isn't as much of a concern as I'm making it out to be, I could just apply for loans at a bunch of different places and just see what offers come back.

Being the first property, repairs were not a concern, but managing the rents and tenant agreements has been eye-opening.

If your concern is quality of tenant, you could screen them to see if they meet your criteria.
