Besides borrowing money from 401k, you can open a line of credit on you Primary house and lenders can typically lend up to 90% CLTV or 70 investment properties.

My father also has another property that I am a cosigner on, he tried to get a HELOC but was rejected due to low income so I'm wondering if I can come and qualify for the HELOC even if I just purchased another primary property?

They are much more reasonable and are more intertwined in a community than some lender states away.

You are just protecting the lenders really at that point.Hope that helps some.
