In the state of PA, there is already common law (read - judicial decision) that made the landlord responsible for the entire electric bill when a "foreign load" was discovered.

I am not sure what the laws are if you move from one state to another and an LLC is operating as a foreign LLC in a different state. 

Also the immigrants have bee n bringing in foreign money and buying up property, which has increased housing prices here like crazy.

If you are an accredited investor (can google the requirements, not sure what the rules for foreign nationals are) then you may have luck with multifamily syndications ...
