Well as long as you find a reason to deny them besides the pet you have no problem.

Unfortunately, this has created a problem of systemic abuse by tenants that simply want to avoid paying pet fees or want to own a breed-restricted animal such as a pitbull. 

Both of these tree substitutes are extremely drought tolerant and take pretty much any kind of abuse once they've been established.

If anything in the application was misleading, I keep the fee, tell them why they've been denied, and move on to the next applicant.
