The "Socialists" as you call them, did want to cut social programs, but they couldn't raise taxes either because a State constitutional amendments that prohibit raising taxes with simple majority.

Please note that in general the Dodd-Frank law prohibits a builder/contractor from seller financing a residential property to an owner occupied buyer. 

I got an guy to check it out to find a quote and he stated it'll be extremely cost prohibitive because they have to gut the whole house to do that.Any suggestions?

Unfortunately it is normally prohibited by the tax law if your income is high enough.

What you described cannot be done with retirement funds because of the prohibited transaction rules and a distribution comes at a major price (taxes and penalties).

The cost of the flight shouldn't be cost prohibitive at this point.

It can be rather expensive / cost prohibitive at just 1 unit, but it still can be very beneficial.

But the Ohio Revised Code does not (by my reading) actually prohibit a landlord from accepting a partial payment and then doing an eviction the same month though I have heard several people say that the law is commonly applied in that manner.

High rent doesn't mean anything if the price to acquire the property is cost prohibitive.
