If you plan on financing, this condition will be regulated by the lender regardless, the appraiser will determine f the home is or is not worth the money.

As it was explained to me, there are laws or regulations regarding selling REOs that require the bank to "advertise broadly," which in practice means putting the property on MLS or one of the auction sites.

Your local property manager should have way more resources already in place to make your investment a success, municipal rules and regulation compliance.

And as I stated in another post on this topic, the home owners, nor myself, are in no way trying to do anything that would not be in line with the rules and regulations; that's just not my style or way of doing business. 

My standard procedure is to provide a copy to the tenant upon move in.
