I am in the process of fixing up my rental property and figured I would get a quote on painting the exterior of the house.

That being said, I wouldn't advise anyone to sleep in a bedroom without egress to the exterior. 

So create a PLAN  that solves that issue ( ie: no more college students, only rent to mature professionals, etc etc...) and maybe another plan to improve the property ( specially the exterior - cities love that) and go NEGOTIATE nicely with the city.

It may be a little late, but you need to document, document, document events as they occur....as opposed to just waiting til the end and say I'm not happy.  

If you have a muli-unit as opposed to a SFR, raising rent is easier on your wallet since your income is spread over multiple units. 

I wouldn't be opposed of doing a 6mo. lease agreement.

As veterans you can probably use your VA benefits to buy a house but that's more on an individual basis as opposed to doing stuff collectively.

As I'm painting exterior of house today I had 3 people come ask me if the property was for sale.

We sent them a bar graph of their usage and literature from the utility that explained nicely how much less it costs to heat the unit with gas as opposed to space heaters.
