And might I recommend North Kitsap (specifically Poulsbo). :-) I'm biased because I live here, but it's still affordable here, and the ferry commute is much more enjoyable than being stuck in traffic.

I would consider other towns in that area like Mystic, North Stonington, Pawkatuck , Easy Lyme and Niantic if you can find properties that support your model. 

Don't even consider buying anything north of Warren... even on the better streets.

First, We are looking at markets and have narrowed some good markets in terms of lifestyle, safety, and home quality to Westerville, Hilliard, Lincoln village, Westgate, Franklinton, Southwest German Village, Far South, Livingston Park, South Side, South Alum Creek, Southeast Area, Berwick, Eastmoot, Woodland Park, North Central, Italian Village East.

North Cape still has a lot of room for growth.I appreciate your thoughts.
