They should be able to provide instructions for application.

Landlord says they haven't paid, you look at tenant and ask them what's going on, tenant pulls out there instruction flyer from the tenants rights organization and says "I have an application in for rental assistance".

A fellow investor just told me today that Red Awning is instructing housekeepers to only empty half of the hot tub and then refill it between guests. 

I just set up my LLC EIN and had the same instructions from the IRS website.

I opened escrow 3 weeks ago and still don't even have escrow instructions.

I was active duty for almost 15 years and now a Reserve instructor at Whiting. 

If the amount of repairs is less than 15% of purchase price of the house (in this case roughly 61K) you could choose to identify vendors and have specific contracts with them for the repairs and your intermediary can instruct the title company at closing to put those items on the settlement statement as sales concessions and checks cut directly to the vendors.  

I am not sure how to proceed.Since the first property is an investment property, my loan officer instructed me to buy the 2nd property as my first time residence with 5% down.

We are to instruct Contractors/handymen that we solicit to NOT include costs of materials in their bids, correct?
