@Scott Nelson let's make sure we are on the same page.You don't control the Cap rate as the cap rate is determined by the market.What you do however control are your expenses.

@Joe DavisIn south florida electric and cable/internet (unless cable/internet is included with association dues) is usually paid by the tenant.

Any “fees” that are paid by the tenant that could be considered additional rent would have to be reported to the Housing Authority for them to take into consideration when they’re determining the tenant’s portion of the rent.
