If the tenant won't properly prepare the unit by removing everything from the walls by at least 2 feet and won't wash all clothes and bedding in hot water for EVERY treatment, then you may never get rid of them. 

I purchased a property at foreclosure and the prior owner left the house over 1 year ago and left everything including furniture, clothes, ect.

Regardless of how you settle who pays, I would get a bit more in front in vetting and selecting the exterminator so you can get feedback to make sure tenant complied with exterminator instructions for the multiple treatment visits required to get rid of the bugs. they need to follow washing clothes procedures etc... some get lazy and dont follow instructions and they might come back... good luck and sorry it happened to your property...

So I disagree with is premise on their being a glut of SFH's as the baby boomers die. 

Housing, clothing, food, running water, etc.

Cover with filter cloth and then fill in the rest .  

Everything including shoes, clothes, etc will have tiny particles on them.  

It happens in real estate, the stock market, Crypto Currency and beanie babies. 

I just want to add in that dont throw the baby out with the bath water because these lower class assets have been used as a vehicle for theft.
