Fannie mae and private investors

I work for BHHS out of our Chestnut Hill office and am also an investor and private money lender so I know what you are going to be looking for. 

I haven't investigated terribly much into rent rates and such, but my question lies in the technicalities of surveying and future plans.

It hasn't had taxes paid for 4 years and is owned by a private equity fund.
