Well the reference room in Philadelphia never picks up the phone or responds to voicemail but via leveraging the tip of a record existing in 1969 was indeed helpful.

You make it see if the adjoiners are now using municipal water and the well may be for gardening, or maybe see if septic wasn't stalled first and then the well was installed later and is actually the violator.
