I would add that land is highly regional.. some of the things you mention should be self evident in a physical inspection.. and depending on where the land is it may or may not have any true underlying value.IE.. take a bare lot in an area were homes sell for far less than it cost to rebuild them.. in those areas lots are basically worth zero.. 

Quite often they report many "dumps" and thus was wondering if in the landlording business (especially small timers like myself or perhaps even larger mgmt groups) many focus on the bare minimum for a rental offering?  

Barely any rentals.   

I thought it would take bare minimum 1 year to foreclose on an owner occupant in California.

My current issues are: - Credit card debt ~ 6.8k - Essentially no capital- Barely any free time - Short time left at current duty station I'm trying to resolve these issues by teaching my wife every little thing I learn since she's a stay-at-home mom who is ALWAYS bored and looking for something to do.

Was told crack is from side of tub almost to middle & barely visible. 

I saw a VERY small cottage style house/ untouched for years, barely inhabitable go for over a MILLION dollars!!

It doesn't however meet the 2% rule and barely makes the 60% rule.

Very easy to do with barely any city “red tape” as they say. 

.- Shortly after that agreement (which btw, I have NOT signed, but she has - because she failed to be home at the time we agreed to meet and I and I left it in her mailbox - also saying it's due by April 1, a deadline she failed to meet (she signed it on the 5th) and also part of the requirement was her paying the outstanding balance, so my attorney says the agreement is void unless I want to honor it) I got my water bill... it was about $2100 for that month, previous bills have been barely over $300 for all 3 units.- I called the city and they sent me an itemized usage by day, the correlation between between the above events that transpired and usage is too much of a coincidence to dismiss.
