This is fairly standard in the Westchester area given most homes are 100+ years old and the building code / inspectors didn't really come to power until the 70s or 80s.Likely your real estate agent will note the issues. 

Being a renovator will give you leg up as a investor. 

A broker sent me the deal and we were able to agree to a price with seller financing and lock the deal up early enough and negotiated terms and renovation credits from there.
