Jimmy S. renting to people from out of state without meeting them?

If the tenant meets the credit, income-to-rent, etc. ratios and you reject them (only after the interview), they could sue you for violation of Fair Housing --> claiming that it was only after meeting them in person (their race, gender, etc.) ... that made them unqualified.

As long as you arent denying them as a tenant based on their age, race, sex, sexual orientation, religion, disability status, and familial status.When I accept section 8 tenants I also make sure they pass the same credit and background check as all of my other tenants.

Looking back, I think a few things I did right (at first by lucky accident, and later by deliberate planning) made this possible:1)I timed my appreciation plays very well ... not that I nailed the absolute bottom of the market upon purchase (though I have), but like horse-shoes, hand grenades, and nuclear warfare, close is sometimes good enough.

In the last 2-3 months HUD came up with new guidelines regarding against criminal background as a protected class such as race, gender, etc.

The HUD letter basically says you can't use that with the intent to discriminate against people of a certain race.
