If the lease that your tenant signed states that they are responsible for the electric and gas utilities does the start date for those utility responsibilities coincide with the start date of the lease?

I'm also concerned that since the house has no electricity, I won't know before getting it inspected if the AC unit is working, or the water heater. 

I know Duke Energy has maintenance shutdowns where the corporation rents housing on a monthly basis each year.  

My contracting company will continue on but I am going to start focusing my energy on rehabs.  

Depending on the amount at issue, it may not be worth your time and energy.
